"Azerbaijan’s obligation before international organizations also has to do with the independent and transparent holding of elections. Protocol 1 of the European Convention reflects the legislative body’s obligation in respect of elections,” Azerbaijan’s authorized representative in the European Court of Human Right Chingiz Asgarov said during a Central Election Commission seminar on Tuesday.

Asgarov said that for this reason appeals only regarding the parliamentary elections could be made to the European Court: "However, the European Court considers that it is necessary to ensure the right to freely nominate candidates for the elections and could examine such applications, but the European Court doesn’t consider applications on the election's outcome. The European Court has admitted that the electoral law in Azerbaijan serves democracy, and the European Court has not found serious violations in the elections in Azerbaijan, but issues here were related to technical issues.

Asgarov noted that the candidate registered for the election should be invited to the meetings on the registration and cancellation of the registration.
